Childcare worker housing support (保育士宿舎借り上げ支援事業): who qualifies, the cap, and how it differs from a housing allowance

Under the national standard, the childcare worker housing support program covers up to ¥75,000 a month. It is for full-time childcare workers within 5 years of being hired, among others, and conditions vary by municipality. Childcare job ads often say “employer-leased housing available” or “rent support available.” Behind many of these is the national and municipalchildcare worker housing support program (保育士宿舎借り上げ支援事業). Here is who it covers and what to watch out for.

What is childcare worker housing support?

When an organization running nurseries leases an apartment or similar for its childcare workers, the national government and the municipality subsidize part of the rent. The money goes to the nursery (the operator). It is not something a childcare worker applies for personally.

Note: the above is the national standard at the budget-request stage. Who is actually covered, the cap and how much you pay yourself are set by the municipality’s rules and the nursery’s policies. How the “5 years” is counted, and whether part-time or non-regular staff are covered, can also differ by local government.

Example: Tokyo

Tokyo runs a “housing lease support program for childcare staff” (保育従事職員宿舎借り上げ支援事業) with a standard subsidy amount of¥82,000 a month per unit. Tokyo’s guide gives the example: “if a ¥80,000-a-month apartment is leased, the ward, city, town or village pays the nursery a subsidy of ¥70,000 a month.” It covers full-time childcare staff (including roles other than childcare worker) at licensed nurseries, certified centers for early childhood education and care (認定こども園), Tokyo-certified nurseries (認証保育所) and others.

However, whether it is offered depends on each ward, city, town or village. Check with the municipality where the nursery is located.

The higher the rent, the bigger the difference

These are the prefectures with the highest rents for privately rented housing (per month, excluding common-area and management fees). The national average was ¥64,819.

If you work in a city with high rents, whether housing support is available can make a big difference to your monthly take-home pay. Rents for every prefecture are in the prefecture data.

Check for local programs too

Separately from the national program, some municipalities have their own support for childcare workers. For example, Ube City in Yamaguchi runs a “childcare worker employment incentive” (保育士就職奨励金) that pays people who take a full-time job at a private licensed childcare facility in the city ¥50,000 in year 1 and ¥50,000 in year 2 (up to ¥100,000) (FY2026; conditions such as having no unpaid city taxes apply, and places are limited).

Searching in Japanese for “[city name] 保育士 奨励金” or “[city name] 保育士 宿舎借り上げ,” or asking the municipality’s childcare division, makes these easier to find.

  • The “standard rental value” (賃貸料相当額) is an amount based on figures such as the building’s taxable value for fixed asset tax, and differs from the actual rent. Ask the nursery how much you would need to pay for it to be tax-free.
  • The social insurance in-kind pay value for housing changes from October 1, 2026 from a per-tatami-mat basis to a per-㎡ basis on total floor area.

What to ask on your visit

  1. Do you have housing support (a rent subsidy)? Would I be covered?
  2. How much would I pay each month? For how many years can I use it?
  3. Can part-time or non-regular staff use it?
  4. If I leave partway, what is the deadline for moving out, and what does it cost?
